The office and technical building is a detached 5-storey building with an attic, with a full basement. It is the building of a former Prussian prison, the so-called House of Punishment and Correction, erected on the cellars of a late medieval castle.

There is a second entrance from the west, which leads to the office space on the ground floor. The building is made of brick, has vaulted cellars, and a high wooden roof. The roof structure is a collar beam, double-pitched with pediments with ceramic roofing. The external and internal walls are made of solid burnt brick on lime mortar with numerous visible re-masonry and additions.
The access road to the property is from Dubois Street, which is an asphalt road.
The plot has a relatively regular shape and a flat terrain configuration. The area is partially fenced and developed. On the plot, apart from the building, there is mainly low greenery.
