The office and technical building is a detached, five-story structure with an attic and a full basement. It is a former Prussian prison, the so-called House of Punishment and Correction, built on the basement of a late medieval castle.

The building is constructed of brick, has vaulted basements, and a high wooden roof. The roof structure is a collar beam, gabled with pediments covered with ceramic tiles.
